ICF PCC 评估标准页写明:“Assessment markers are key behaviors that assessors listen for in recorded coaching conversations”。
PCC 考生手册(2026 年 9 月修订)称 PCC 标识是“a set of behavioral indicators that are used in the assessment of PCC credential candidates”,评估员以其为工具,听取并判断对话中体现了哪些 ICF 核心能力。

ICF 2025 年 10 月 9 日公告写明:“the PCC requirements have not changed, but the format has been updated”,格式改为与 ACC、MCC 的要求一致。
《ICF Mentor Coach Handbook》说明,“符合 ICF 教练标准的行为”一节“also known as the behavioral statements/markers”,即 PCC 标识所在的部分。

What the PCC Markers Are and How ICF Says to Use Them
Who this is for: coaches preparing for the PCC who want to understand what the PCC Markers are and where they are used.
What it covers: ICF's definition and stated uses of the PCC Markers, their role in performance evaluations and mentor coaching, what ICF says about the period after 1 April 2027, how the markers are organised by competency, their relation to the Core Competencies editions, ICF's guidance on misuse, and where to download the official PDFs. For the Core Competencies, exam preparation, the 2026–2027 changes and mentor coaching, see our articles 05, 18, 01 and 09.
Definition
ICF's PCC criteria page: "Assessment markers are key behaviors that assessors listen for in recorded coaching conversations." The PCC Candidate Guide calls them "a set of behavioral indicators that are used in the assessment of PCC credential candidates". The 2021 markers document says they support a performance evaluation process that is "fair, consistent, valid, reliable, repeatable and defensible."
The current document
ICF now publishes the PCC criteria as the PCC Minimum Skills Requirements (rev. 1.26.2026). ICF's announcement of 9 October 2025 states that "the PCC requirements have not changed, but the format has been updated" to match ACC and MCC. Each competency has Key Skills, Behaviors Consistent With ICF Coaching Standards and Behaviors Inconsistent With ICF Coaching Standards; the Mentor Coach Handbook says the "consistent" section is "also known as the behavioral statements/markers." The new PDF does not number the statements; the 2021 document numbers them (e.g. 3.1). Counts for Competencies 3–8 are the same in both. ICF does not say whether the 2021 document is withdrawn; it is still offered on ICF's resource page, while the PCC criteria page links the Minimum Skills Requirements.
Organisation by competency
| Competency | Markers |
|---|---|
| 1 Demonstrates Ethical Practice | No numbered markers |
| 2 Embodies a Coaching Mindset | None of its own; 11 referenced from other competencies |
| 3 Establishes and Maintains Agreements | 4 |
| 4 Cultivates Trust and Safety | 4 |
| 5 Maintains Presence | 5 |
| 6 Listens Actively | 7 |
| 7 Evokes Awareness | 8 |
| 8 Facilitates Client Growth | 9 |
Competencies 3–8 total 37. For Competency 1, both documents state that familiarity with the Code of Ethics is "required for all levels of coaching." For Competency 2, the 2021 document lists 4.1, 4.3, 4.4, 5.1, 5.2, 5.3, 5.4, 6.1, 6.5, 7.1 and 7.5; the criteria page says understanding of this competency is "primarily evaluated in the ICF Credentialing Exam."
Core Competencies edition
ICF's 8 September 2025 post on the Core Competencies update says: "While revising the Core Competencies, we also refined the Minimum Skills Requirements to enhance clarity and consistency," adding that "these updates do not represent substantive changes to expectations." The PCC Minimum Skills Requirements PDF itself says only "The document follows the ICF Core Competencies," without naming an edition. The 2021 markers document (revised November 2020) does not name an edition, and ICF has not said whether it will be updated for the 2025 Core Competencies.
Who uses them
The PCC criteria page says assessors use the PCC Minimum Skills Requirements to measure the skills expected at PCC level. It lists as audiences coaches preparing for the PCC Performance Evaluation, coaches aiming to advance their skills, mentor coaches and supervisors, and coaching education providers, and suggests comparing the requirements with the Core Competencies.
- Performance evaluation: assessors use "the PCC Markers as their assessment criteria" (PCC Candidate Guide).
- Mentor coaching: the Mentor Coach Handbook says to "Use these tools to evaluate MC clients' coaching sessions," while the Core Competencies remain the most important developmental framework and feedback is given at the Core Competency level. MCS-PCC training must include PCC Markers training.
- From 1 April 2027: the PCC Candidate Guide says that for ACC and PCC Portfolio applications only the Competency Review Form will be accepted, replacing recordings and transcripts; the Level 2 application process is unchanged. The Handbook says each Session Observation Form includes "written feedback in alignment with the ICF Core Coaching Competencies and minimum skills requirements." ICF's announcement does not mention the PCC Markers, and the Candidate Guide mentions them only in its Performance Evaluation section, not in the 2027 changes; whether the Competency Review Form is checked marker by marker is not stated by ICF.
How not to use them
- PCC criteria page: "these minimum skills aren't meant to be a simple checklist" and "not a formula for passing the evaluation."
- Performance Evaluations page: "not intended as a rigid checklist."
- PCC Candidate Guide: "not a tool for coaching" and "should not be used as a checklist or formula for passing."
- 2021 markers document: use them in the context of Core Competency development, not as a checklist in a formulaic manner.
- Mentor Coach Handbook: not "As coaching competencies." and not "As a checklist or formula for coaching."
Official PDFs
- PCC Minimum Skills Requirements (rev. 1.26.2026, English): from the PCC criteria page or ICF's resource page.
- ICF PCC Markers (2021): ICF's resource page lists Arabic, Danish, Dutch, English, French, German, Hungarian, Italian, Japanese, Korean, Latvian, Portuguese, Russian and Spanish. No Chinese version is listed, and ICF has not said whether one is planned.
Not stated by ICF
- Which Core Competencies edition the 2021 PCC Markers document follows, and whether it will be updated for the 2025 edition.
- Whether the 2021 markers document is withdrawn.
- Whether the Competency Review Form is checked against the PCC Markers item by item after 1 April 2027.
- Whether a Chinese version will be published.
